I can't open global.css at all on the custom theme I'm using, it says 'the site can't be reached', and that there is no connection - I can open all the other css files on the custom theme, and I can open all of them on the default theme.

I'm hosting the forums locally, and this is the first time I'm experiencing this...
Anyone got any ideas what could be causing this?

Have you tried another browser? I've had this issue before and I can't remember how I fixed it but I believe using another browser worked.

Edit: I believe it could be a permission problem, have you tried elevating the permissions of the /cache/ path? (including folders/files inside)

I completely forgot about the permissions, what a bummer...
