Apparently a file is missing.
Are you updating the version or installing from scratch?
If you are upgrading, you have a file called "Lock" in the instal folder. Please remove and try again.
In its place, it would load all the files again.
I'm installing this from scratch, have tried to reinstall it yet still get this error
if you are installing for the first time then rename config.php file in inc folder as config.old and try again

This has allowed me to get to the installation page, however, it tells me that my settings.php does not have the required permissions even though they are set to 666, how can this be resolved?

create a new file with name
settings.php and set it with
CHMOD 666 &
try again
