So I was able to run through my websitename.com/forum/install but after I deleted the entire install directory I went to the url websitename.com/forum and this is what pops up...

As you can see I have the file in the correct location as the directory states, do I need to change the permissions for it? Not sure what to do.
If you followed the installation instructions correct then there should be no problem at all, did you tried disabling selinux as i can see you are using a VPS, try to disable selinux temporary by ssh@yourserver then command setenforce 0 it'll disable the selinux temporarily i had this type of problem when the installation stated directory is not writable so i disabled selinux and everything worked fine.
Went through everything you said to do, but no change. Any other suggestions?
Ohh i am afraid i can't do anything without knowing the log try to paste the error log from your webserver log directory in VPSs its /var/log/ headover for your webserver directory like in centos its httpd.
That's the thing, there's no error log.
chown -Rv www-data:www-data /var/www
