is there a plug in that will add this to the admin cp,, like if I want to let them bane members

Moderator permissions include:
Can Edit Posts - Allows moderator to edit other user's posts
Can Delete Posts - Allows moderator to delete other user's posts
Can View IPs - Allows moderator to view the IPs logged for each post
Can Open and Close Threads - Allows moderator to open and close threads
Can Manage Threads (Split, Move, Copy) - Allows moderator to use the moderation tools on threads and posts.
You can change these when you add/edit a moderator (in forum management).
If you want moderators to be able to ban users you can use the plugin that Synkc mentioned.
If you want moderators to be able to access parts of the Admin CP, you can edit the Moderators usergroup and enable "Can access Admin CP" and then use the Admin Permissions to set where your moderators can access.
