If you give them access to a part of the admin cp: yes.
Login onto your admin cp then go to > users and groups > manage groups > super moderators > edit > set Can Access Admin CP to yes.
Then go to > users and groups > admin permissions > and change the super mod's permissions accordingly. (He'll have to keep at least the Can Manage Users permission).
I suggest you to only do this with people you really trust. Otherwise, the forum warning system might be of use for you.
