Is there by anychance there is a portal system implented into MyBB 1.2.9, because this morning i was searching through the settings and i saw that there was a portal part, and i couldn't see where i could turn it on or off.

There isn't a link to it by default; you'd have to add it in the header yourself.

Basically just make a link to portal.php...

<a href="portal.php">Portal</a>

Stick that in the template where you want the link to be shown.

o ok thanks, im sure i saw loads of mods for the portal system, and i was like how the hell in earth do i use it lol.
