I moved my site to a new host (a reseller account to host all of my sites). When enabling SEF urls they all return as a 404.
mod_rewrite is enabled and functioning correctly. I currently use a condition to redirect the site root to the forum directory.
I do NOT have Google SEO installed.
I'm sure that I am missing something but for the life of my I can't figure this one out.
Any suggestions on what/where to look, or troubleshooting suggestions?

Rename htaccess.txt to .htaccess (the file should be in your forum directory).
Did that ages ago. Worked fine on the old server, doesn't work on the new server.
It's either mod_rewrite not working at all or you're not using the correct rewrite rules or something else in the webserver configuration or htaccess that prevents it from working properly. It's impossible to help without knowing your setup in some detail.
Can you paste your .htaccess file here? also if possible the MyBB installation URL.

and for main domain create a new .htaccess with only
Redirect 301 / http://www.tiaraownersclub.com/forum/
The last three lines look like they should be in /.htaccess, everything else in /forum/.htaccess so you need two different .htaccess files. That or incorporate /forum/ in every of your other rewrite rules. On some hosts you also have to set the RewriteBase (/ for /.htaccess, /forum/ for /forum/.htaccess).
Basically the MyBB example htaccess.txt only works if it's in the same dir as the forum itself.
