I'm installing a back up and when downloading the backup the file name is: method-backup-optomized.gz

phpMyAdmin says "A compressed file's name must end in .[format].[compression]. Example: .sql.zip"

How do I get the file to the appropriate end formatting as phpMyAdmin points me to do?

you can use a free utility like 7-zip to first un-compress your gz format file & compress that resulted file back to .sql.zip or .zip format
