Basically, edit the file "install/resouces/upgrade41.php", find "WHERE tid =" and remove the "WHERE " part.

Thanks, this solution worked for me. I had the same error when upgrading from 1.8.12 > 1.8.13.
Is this an individual error or a bug in the upgrade script?
If it's a bug, shoudn't it be fixed in the upgrade script?

It's a bug in the upgrade script, which has been patched. There needs to be a new download package created.

I've not upgraded yet, do you know when the new download package will be made available ?

We just need to tag it as a proper release and upload it to the site. The second part requires somebody with server access to be available, so it's hard to give a timeline.
