And rename duplicate hooks. There are places where the same hook name exists. Causes issues with plugins that then run twice.

It would be great to work out a list of hooks that could do with being added, renamed, moved, etc. We're open to adding/changing hooks for definite.

The idea is that if we build a list of hook changes in the issue OP, we can tick them off there as they are handled.
I'm not sure about sticking this, really we need to think of better ways to organise threads in this area in general.
