As title implies, i get some hate pm's to users from trolls who sign up. I'd like to prevent pm's until the user reaches, for example, 20 posts.
Is there a way to do this?

Check out MyBB's powerful usergroup promotion system. I'm pretty sure it will do what you are trying to accomplish.
Create a new usergroup called 'Member' or something like that, an exact copy of 'Registered'. Then disable the PM permission on the 'Registered' usergroup. Then create a new promotion in the AdminCP, saying that at 20 posts promote users from 'Registered' to 'Member'.
