How i attach the "chose theme bar" to the bottom of forum and make the layout of it as the forum is ..

looks like you have already moved the
theme selector /
language selector to little higher position.
basically bottom links code
and theme selector code (
{$theme_select}) needs to be moved in
the
footer template & some
style adjustments might be required to get required display style.
