Here is an example of a quoted reply. Note: we have CKEDitor 1.0 and Go To Full Reply installed).
Notice the HTML tags? Why would this happen in a quoted reply in Chrome and not Edge or FireFox?
Here are the steps in Chrome that cause that kind of reply.
1. Hit the Quote button
2. Went to the Quick Reply editor box
3. Hit the Quote these posts now button
4. Entered some text
5. Hit the Post Reply button
