You do not upload content in your upload folder.
Upload the folder named myipb into MyBBRoot/images/
^ now the drop down menu is working.
if it is not working for you then hard refresh your browser [eg. press CTRL + F5]

There's no plugin to optimize your forum speed, it all depends on your web host also plugins and css. But usually I let my css load first before loading any jscripts, to do that all you have to do go to headerinclude and move {$stylesheets} all the way to the top.
