I am using BB 1.8.9. 'Purge spammer' button (ban user and delete all their posts) doesn't usually show up. I am using admin account...

That's because by default if user have more than x posts he can't be purged.

To change that go to ACP -> Configuration -> Purge Spammer

Ps. I'd recommend you to update your forum to actual version 1.8.14 of MyBB
