Do i upload smileys and add mods

Smileys ::

Upload :: through your FTP ... upload them into /images/smilies then go to your ACP -->
Adding :: AdminControlPanel - Look into the menu on your left for Message Filters - "Smilie Manager" ...

What about making it so u don't have a default skin and users can choose there own

Users can choose their theme they want to use in the UserControlPanel - Your Profile - Edit Options - Other Options [ Board Style ]

You've installed a new theme and it's visible in your dropdownlist ?

yes but the forum LOOK DOESN'T CHANGE

I've just registered at your site, and was able to change the theme in my UCP.
