I just saw that Estonian translation was recently updated in 2015. I could make a new Estonian translation, but i’m not sure if it’s needed. I also saw that ACP wasn’t translated. So, should I make a new translation?

If you are willing to make a new translation, please, make it. It will be helpful and I'm sure that peoples will use it.
Than you will see how many downloads and/or comments it would have and what should be your next step.
But be aware that that is time consuming hard process. And every translation is more than welcome and respected
PS. It would be a lot easier to just fix the old version than to create whole new translation
but first check rights about old translation by it's author.
