I know, i know, it'll be ready when it's ready, but i need to know if i'm looking at 2 more years of development or just a month or two. Otherwise I'll just buy a theme.

For the theme, this is the future plan of MyBB. The responsive theme will be introduced in MyBB1.9 we are currently in 1.8.14. I am not a MyBB developer it might take 6 months of work (not exactly 6 months, but time in total possibly). Since the developers are volunteers and have other serious commitments like school and work it will take almost twice as long.
If you are in serious need of a responsive theme, you should look into purchasing a responsive theme and active theme developers would update the theme to MyBB1.9.x versions since a few constantly update them.
