My template for Index page contains a tag called {$forums}
Where is that tag defined?

No, there is no way to edit where a variable is defined in the code. Variables are defined in code and are accessible inside templates.
Are you wanting to change the page at /index.php to only show categories and not any subforums?

Yes. I solved it by editing the Templates.
Is there another way?
