Is there a way to make a forum a location where only the thread author and admins and moderators can view and see each thread?

Example:
As a user you would only see your own threads and no one elses. As a mod/admin you would see everyones. The reason for this is someone can discuss why tehy got a warning without it being in the public eye, but also all admins and moderators can join in on the same discussion.

we have a Private Inquiries Section for such purpose. it uses custom forum permissions

Oh ok. The only location to find 'can only view own threads options' is if you do a custom edit. I was looking elsewhere. Thank you
