No need to type in all caps sir but have you check to make sure users have the permission to give REP? Exactly which version of MyBB you are using? Can you provide a test user account so that someone can check the referred issue or turn off 'require login to view'.
EDIT: Also try using Google to lookup your problem or use the search bar on the MyBB site because a couple of threads came up with the same question as you and you might find some answers their.

Page source is showing prototype.js in head tag, you are using a 1.6 theme.

Are you running MyBB 1.6 becuase the theme your are using is for 1.6 but if you are on 1.8 please use a compatible theme found here : https://community.mybb.com/mods.php?acti...ory=themes
