currently in mybb 1.8, you can only change the display order for some of the user groups. I'm not sure why this is and what purpose it serves to only be able to reorder the administrators, super moderators and moderators but no other group. in 1.10, it'd be nice if we can change the order of all groups.

There is currently a plugin for this functionality, but I support bringing it into core.

As the plan is to rewrite the ACP over several versions, I'd definitely like to add this. I'd also like to be able to drag and drop things which have specific orders.
