so I am working on a theme, and the number list & bulletin list are not working possibly forgot the code?

if I did forget some code where would I fix it?

Probably your list style type is normalized in css.
Find anywhere in your css if list-style of 'ul' (and/or 'ol') is set to none and change it to 'circle' or 'square'.
