i think that you should have a feature like in ipb where you give a person a forum/usergroup mask so that they can be a member but be able to access certain disabled forums instead of making a new usergroup and putting him in there or changing the permissions for the entire group.

In MyBB Gold, a user can be part of multiple usergroups. While this doesn't fix your problem entirely, I think it will be better than the usergroup system in RC4. Your suggestion (kind of like permissions per-user if I interpret you correctly) would be a practical addition as well (I like it)
