How to make Latest Photos bigger than now. 
Please advice!

I am using Latest Image Gallery plugin.

It would help if you'd specify which plugin. There are a few gallery plugins that work with MyBB

first change values used for below settings

forum admin panel >> configuration [Settings] >> Attachments >>
Show Attached Thumbnails in Posts >> Thumbnail
* Attached Thumbnail Maximum Height (eg. 200)
* Attached Thumbnail Maximum Width (eg. 200)

then Rebuild Attachment Thumbnails through below tool
forum admin panel >> Tools & Maintenance >> Recount & Rebuild
>> Rebuild Attachment Thumbnails --> Go

It is bigger now, but I got 2nd problem 
the photos doesn't have the same height, so it looks ugly on the forum, I don't care the width. 
Can we let all photos in a same height?

Since .I am here, can we also add first a few letters of title under each photo?

Most likely you will need to modify the code to crop images to fit the same dimensions. But you can also use a CSS alternative; which wont actually crop images but rather simply display a selected dimension of them.
