Check that the option is enabled in the Admin Control Panel, as below:

I have done that before and now still no change
Try show thread options > Show 'Similar Threads' Table Yes.
You will see two boxes.
"Similar Threads Relevancy Rating"
"Similar Threads Limit"
You need to play with the numbers. Try 2 & 5 respectively to start with and go from there till you are happy with the result.
Also, you might wanna double check that the template variable is actually there.
