Is there a plugin that can allow certain groups to assign other groups without using the Admin CP > User Groups as that can allow them to set themselves higher than they are. 

I want specific groups to only be able to set user groups below them or to regulate what they can assign.

Any help or suggestions will be highly appreciated, thanks in advance.

So you want to allow certain a usergroup to assign users to numerous usergroups? Depending on how big that original usergroup is, you could add the users as leaders of the groups. I've created something similar.
