Is this normal?
People is complaining in my forum becuase they don't have the "new thread" button... but just because they never cared to activate their account. 

There's no message shown in top to notify them about their current status. Is there a way to do this?

There is no notice for awaiting activation as per my knowledge. If the user visits UCP he gets the resend activation link though.
You can use any group notice plugin or simple modification to header template to achieve that.
