That is a dropdown menu, if you are looking for a similar example than MyBB has inbuilt dropdown function. Check the postbit button related to Edit, it has similar dropdown that you want with jquery.

Also you can look on the MyBB mods site to try and find a theme with a drop down or you can make a thread in the R/S/J forum to see if someone can add a drop down or recreate the header for you.

But still I believe you are not talking just about dropdowns, you mean how to style it like that too?
