i have been trying over and over to add a new page here but whatever i do it dosent work

doing it in chrome with inspect page source etc i have been able to add it but theres no place to add it in the header template, cant add it through making a new template called header_menu_xxxx
Havent found anyway to do it but i feel like i have been jumping over something, downloaded all the files to look for the nav bar with total commander but havent found that either
