Tragically, a member of my forum died recently.
I want to memoralize her profile page, have animated flowers/candles as the background of her profile and her profile only. Is there any way I can do this?

For starters, you can upload a new user avatar that replaces the one she had in the postbit.
Maybe you can create a specific user group for memorials. Then, you can create the profile almost anyway you want.
Just an idea. Maybe, someone else might come up with something better.
That would take some extra CSS and JS
Alternatively, you can make a GIF and use it as background-image with CSS
