Did you ask the new member to check his/her SPAM/JUNK folder in their email program?
Sometimes, the email verification goes into that folder.

You can also try to change mail settings to SMTP email settings using an SMTP email provider. (By default it is phpmail() )

First of all big rainbow posts never attracted good solution in forums history.
Secondly we have not worked with mail thing since latest 1,8,17. We know there are issues with mail but looking at your problem it seems you need to ask receipients to check spam folder or take the matter up with your host.
Finally, again, color and size really doesn't matter in a hardcore world. If the default font color size is set that way, its surely adhering mass platform decency. Please try to obey that.
