Yes, MyBB is 100% free! We do have a specific license regarding the MyBB copyright though, which can be found here: http://wiki.mybboard.net/index.php/License

In the download there are two folders, "images" and "inc". Go to your forum root (where the index.php, showthread.php is etc and upload the files there.

In this root folder there should already be folders called inc and images, but do not worry. The upload won't overwrite anything, it will just add extra files to those folders
