Do you have access to your website files through FTP or the cPanel?
If so, that would be an easy way to either remove that directory (preferred) or create an empty file called 'lock'. You can use either Notepad or Wordpad to create that file.
Report back if you have issues.

If you miss any files/folders, the Upgrade will NOT work.

Upload all files and folders into your website. Yes, do this procedure again.
Then try the Installation. If you do it correctly, the Installation will automatically start the upgrade process.

You are doing something wrong, but it's hard to tell from those short answers you are giving us.
