I know I can upload an image using the attachment's function.

but URL is "attachment.php?aid=1"


So other users can use the image URL to other sites.

If you want Guests to download an attachment, then you need to adjust the Group Permissions.

Click on the Link Icon (the 2 intersecting links in the Editor task bar) and input the URL and add a description for the link.
