when I go in configuration> smiley and I want to add a smiley from an internet link this one does not appear in the list of smiley admin panel I mean the picture as below

i use mybb 1.8.16

Ensure you add the http:// or https:// at the start of the link.

On the Manage Smilies page, right-click on the image and copy + paste the image URL here. The exact link you provided worked for me.

The only difference is I haven't used www. in mine. But again, please follow my instructions. I know what link you're entering, but we need to see what link is being produced and if it goes to the image or not.

I'm not an image so no right click possible

Unsure what you're doing wrong here. Can you download the smiley and add it to ../images/smilies/ folder on your forum? That way you can use a relative path. For example you'd be able to use images/smilies/thesmiley.gif. If not you may have better luck uploading the image to another file host such as imgur.com and use the direct link from there.
