Is there an easy way so that I can force users to enable it after signing up and disallow them to disable it?

EDIT: The concept is not just disallowing users to disable 2FA, I also need to link them to 1 unique device, so the QR code containing their secret should be shown once and no more times.

This should be an easy edit.
