I need a plugin that does what is described in the first post here:

(assign a Country on registration and ask user for confirmation. Else ask user to pick his own Country)
Also, I need it to record user IP address and automatically ban him if more than X different IPs are recorded during an Y time period.
This is still being elaborated and will be used in combination with mandatory 2FA.
If anyone offers to do this, we can think together about more features and pricing.
