i tried this and it worked but when i set which groups this doesnt effect i put my group in (administrators) but it does effect me. how do i fix this?

The only available ones are :: "Posts Required to PM , Posts Required for Viewing a Forum and Minimum Posts for Making a New Thread."
Which one ? =/

Works fine overhere, you don't need to add "administrators" as exclude group but the GroupID of it.

 -- GROUPIDS
 1 : Unregistered / Not Logged In
 2 : Registered
 3 : Super Moderators
 4 : Administrators
 5 : Awaiting Activation
 6 : Moderators
 7 : Banned

So you need to add 4 into the exclude box.

how do i hide the time in the ajax shoutbox (its the right one)

What you can do is [ open spicefuse_shoutbox.php ]

Find

		$messages .= "&raquo; {$delete}{$username} - {$date_time} -- {$message}<br>\r\n";

And

		$sf_shoutbox_data .= "<tr id='shout-{$row[id]}'><td class='{$class}'>&raquo; {$delete}{$username} - {$date_time} -- {$message}</td></tr>";

And remove {$date_time}.
