If I understand correctly, user must have X amount of posts before posting a thread? Use the Group Promotion tool. In Group A, users aren't able to post thread, only post replies to threads. In Group Promotion tool, once users of Group A reach x amount of posts automatically promote to Group B (where users can now post replies and new threads).
