Is There Any Way To Divide The Users Of My Forum In Three or More Groups 
1. Devs
2. Bloggers
3. Clients/Normal User

And The Devs Into Several Groups

Like Front-End Dev, Back End, Full Stack, Etc

And They Can Chose these While They signup?
Please I'm Totally Noob In MyBB So Answer With Details

Yes, look at the screenshot. It's easy to do.

Go to your AdminCP and follow what you see on the screenshot.

members can't choose their groups when they signup. Also if you allow people to choose - how do you prevent normal users from joining groups they are not supposed to be in?

What you want should be possible, but you need to go create the different groups in ACP -> Users & Groups -> Groups. And set the desired permissions.

Users can then to some extent manage their group memberships from their control panel - under Miscellaneous -> Group Memberships.
