I've never had a problem with XAMPP. There's also EasyPHP.org but I don't know the system requirements.
I've tried EasyPHP before, personally though I think that XAMPP is better.

Yeah XAMPP is way better... I was just giving an alternative.

Xampp was also made for vista. I've tried it on Vista and XP works great.

I just got XAMPP working and hopefully it stays working
now I just need someoen to tell me in steps how to with XAMPP install postgresql

Well all of us use it fine so it is something you are doing. Don't insult a program that works fine for everyone else just because you can't get it to work.
