This is regarding your plugin Guest Welcome Notice.

Why do I see 2 settings for the same plugin? The screenshot shows this.

I did not install this plugin twice. It was installed only ONCE.

Fixed. Updated the code a while ago and forgot to remove the one of the settings group entries. You can download the updated version or run the following query:

DELETE FROM mybb_settinggroups WHERE name = 'guestwelcome' AND disporder = 1;
