Wouldn't this plugin accomplish the same thing? This is even with more options for customization via the plugin.

^ yes. plugins can be helpful in easy customization.

Yea, duh on me!! Forgot to provide the link to the Simple Newsbars.

So, yea, that's what I was talking about!

As already by .m. and serpius, of course  either the headerlike tutorial or my simplnewsbar plugin will get the job done. If you meant the entire theme and not just the news bars then you could try one of these themes as they all have them in it.
