Have you tried enabling the setting No Cache Headers?

I would not recommend using this setting. having said that i don't know what to recommend because what kind of changes did you make?
You can try deleting the theme cache from the cache folder, and just let it rebuild, although i have never tried this.
When you are done with theme edits I'd wait maybe a day or so then you should be able to turn it back to no. I think the problem is that many browsers right now cache content too aggressively.
