Ok here is the gist of the question

I want users who join my forum, that if they choose to post in the Off Topic, the moment they hit New topic or if they reply to and have not agreed to a TOS (Term of Service)

Essentially I want whomever enters the off topic to agree to a term of service before post and or reply

There is a plugin roughly coded and posted here which does what you need.

You can modify it to work with "off-topic" section only and reuse, if not anything comes up to rescue.

After looking it over, yours is a general all around everyone accepts. That would be perfect if I could tailor it to be a forum specific. The GDPR I will have to look at it, its geared more toward EU, I understand GDPR, wont be offering services outside USA for now. If I could estaboish this to be a forum specific or all, that would be awesome
