I have sub-forums but when I search them I dont find them.
Example:
States - Quinatana Roo - Tulum
But I dont get Tulum in search results.
Maybe because it is empty, but I need the search results even if the forum is still empty.
I just dont want users create threads, so I already created some and I want when somebody will search for the right forum, the forum would appear in search results..

I don't see you have subforums. All are linear and in same level under every category.
Define "Parent Forum" of each forum properly from your ACP > Forum Management
