I created a new user group, with the same level by the Global Moderator
(Custom User Group) and the problem, why did the user who got the position not be able to access modcp?

Check in User Group settings of that particular Usergroup that if a Users of that group can access Mod CP or not.
It is probably not selected.
I have already done. and apparently collided with the premium plugin made by Yaldaram. I want to try to contact him but don't know how. because the website has long been expired
