I want to restrict new users from voting in polls. I have the promotion settings set up so once they meet certain criteria (i.e. Post Count >= 5, Time Registered = 30 Days, Time Online = 2 Hours) they are promoted to full member. However this doesn't seem to be working as new users are still able to vote. I've double-checked that the Newly Registered group is configured so they can't vote, so I'm not sure where the hiccup is. Any thoughts?

Do you have two different user groups set up?

Yes. When a user registers they are part of Newly Registered. Once a person meets the criteria they are moved to Registered.
