Yes.
Admin CP --> Users and Groups --> Manage Groups --> Super Moderators - Edit - Go --> Can Access Admin CP
Change that to Yes
Then go to:
Admin CP --> Users and Groups --> Admin Permissions --> Super Moderators --> Set
Here you can set anything you please that the Super Moderator group will be able to do within the Admin CP
But not by default if thats what you were asking.
Alternatively you can also use the Forum Warning System modification to allow non-admins to ban.
